Green Blog: An Online Tool for Calculating Flood Risk

After Hurricane Sandy struck this fall, many home and business owners who had not previously gauged their flood risks turned to the government-run Web site FloodSmart. Run by the National Flood Insurance Program, which is overseen by the Federal Emergency Management Agency, FloodSmart offers users information about flooding, helps them estimate what their costs might amount to after a flood and points them to 88 agents that are accredited by the insurance program.

Now a third-party management organization for insurance companies, National Flood Services, has introduced Flood Tools, an interactive site where homeowners can type in their addresses and see what level of flooding they can potentially expect on their properties. At the end of the process, it offers up an insurance quote. Roughly 56 of the nation?s 88 private flood insurance providers accredited by the National Flood Insurance Program are members of the group.

As Keith Brown, chief innovation and business development officer for National Flood Services, sees it, ?everybody has some risk of flooding.? That?s easier to grasp when one considers that floods result not just from superstorms like Sandy but also heavy rains, a rupture in a dam, rapid snow melt or, in the case of New Orleans during Hurricane Katrina in 2005, broken levees.

Mr. Brown said the site?s user-friendly mapping tool makes it easier for homeowners to determine their risks. After a user enters an address in the mapping section, a gradated colored map shows the highest-risk areas in dark red. The map fades to pink as it fans out to sections that face a lower risk. You can turn various features on and off, including those that show where the floodplain lies, where floods have historically occurred, whether nearby levees and dams could pose a threat and the path of previous hurricanes.

A loss calculator factoring in your home?s square footage, the number of stories, the value of your possessions and the potential water height in feet yields estimates of the potential costs of damages, depending on varying degrees of flooding. That tool was developed by drawing on existing claims data from actual floods, Mr. Brown said. It is designed simply ?to give you an idea? of the potential damage, he added.

The site, which went live last week, had been in the making for over a year. National Flood Services had not expected to release it so soon, but once Sandy hit, Mr. Brown said, ?we pushed to get it out there.?

Beyond directing business to its members, he said, the organization saw the need to help consumers and agents better understand the complexities of flooding and the difference it can make to be prepared regardless of whether they have insurance, Mr. Brown said. ?This is something many people are being reminded of with Sandy,? he said.

They're both worn for exercise purposes , and they are both worn out of the gym to show off sexually attractive parts )to the opposite sex) of the body.

Do chicks wear them to the gym for the same purposes, or for exercise (generally speaking,though personal input is appreciated as well.)?

Like it's funny this young Muslim lady was all decked out in a long scarf and loose tee, but the first thing i noticed was her big fat...well, you can use your imagination lol.

Idk is this would be in the adult section, but it's just a culture thing, not too explicit.

btw do they sell yoga pants for men too? so as not to sound sexist,which I completely don't mean to.

It is not a culture thing, unless your culture requires you to get all hung up on what women wear.

Around here (Southern California), "Yoga Pants" are too common to gain much notice. Same for "Club Dresses" and other revealing couture -- once it's all around you, it becomes just part of the usual scenery.

The sin is in the mind of the beholder.

No, I notice this stuff is pretty common, but i think it's for that specific reason-which is pretty common too.

I have always thought of yoga pants and other types of "gym wear" as just a means to be more comfortable.

I can, however, understand where one may see them as a way to grab someones attention. They do accentuate many areas.

I guess some people wear them to be comfortable while other wear them to be "sexy".

Leggings, skinny jeans, and yoga pants should require an application and license to wear...or at least proof of ownership of a large mirror. They are worn as stand alone pants here all the time. It seems that people forget that the stretchy fabric is not one solid substance and one size does not fit all, which at times can be amusing and other times it's very, very disturbing.

Skinny jeans are a paradox: if you look good in them you don't need them; if you are trying to look slimmer in them, you are probably not fooling anybody. Fat cannot compress like air and has to go somewhere-often creating a disproportionately huge butt and skinny legs, a lot like a Despicable Me character.

I think if i ever moved t the US, i?d get arrested within 2 weeks. Sorry, but these pants are just cozy. And they are not pimping womens asses in any way, asses just look like this, so there is nothing special about it. When you dress up yourself in the morning, do you really have in mind, that out of the thousends people you meet today, there could be one with an ass-fetish, unaware of his own problems so telling himself "The only cause why woman wear cozy cloths must be to get attention of people with ass-fetish." so they can excuse their own behaviour to themself. Sure...and when women decide to wear sandals in summer, its not because its hot and sandals are cozy in summer, but because we are so obsessed with men who have a toe-fetish. Thats the only thing on my mind in the morning: Whose fetish i wanna spend attention today. Now you also have discovered why some old lady wear pampers: Just to draw attention of people with pampers fetish. ^^ Sorry, i thought from the newspaper, that there were other more important problems to think about in the morning, than ass/toe/pampers-fetish of people, denying their own problems and making other people responsible for them. XD

Sorry. if that was too rude. So, yes. Every woman wearing these only have the plan to get your attention because you are the masterpiece of masculinity, the sparkle in the dark of women desire and every women, clothing herself in the morning, is obsessed by you and getting your attention during the day. Wink

New Tricks for New (and Old) Android Phones

There's a new crop of Android phones out there ? and a new set of hidden shortcuts to make using your phone even easier. And even if you have an older model, I'll share my favorite tools to get you the same functionality you would get with a brand-new device.

Camera Tricks
One of the handiest things about modern phones is that you now have a reasonably high quality camera with you at all times. But as cool as that is, it can be incredibly frustrating how long it takes for the camera to launch. How many times has this happened to you: By the time you've woken up the phone, unlocked your screen, and opened the camera app, you've missed the moment.

Launch the camera in just one move. On most phones running the latest Android OS, you can customize your lock screen for fast access. On the Samsung SIII, for example, you can simply press and hold the center of the lock screen, rotate the phone 90 degrees while still holding the center of the screen ? and boom; the camera launches. To enable this feature, go to Settings, Security, Lock Screen Options, and then turn on CAMERA QUICK ACCESS. On older android phones you can use an app like WidgetLocker to get the camera icon onto your lock screen. Added bonus: With WidgetLocker, you can customize your lock screen with whatever functions you like to access quickly.

Voice Control. Once you get the camera fired up, many newer Androids also offer voice control. Set your camera on a tripod or Gorillapod and say "Shoot." After a one-second delay (just long enough to smile), the camera will snap the shot. This is great for self-portraits and group shots.

If you have an older Android phone, Camera ZOOM FX gives you the same voice control, plus some awesome additional powers ? stabilizer, time lapse, and Burst Mode, which lets you take up to 10 shots in a second.

Screen Capture
Say you want to do a screen grab of a web page ? or maybe you have a cute sequence of texts you want to save forever ? whatever. Depending on the model and flavor of Android you have, some key combos will do the trick. On some versions, press the Home key and Power buttons at the same time; on others, it's Volume Down and Power. On older phones, you can get an app like Screenshot It, which enables you to capture what's on your phone's screen, just not with the quick key combos of newer phones.

Fast Reboot
Powering down your phone normally takes two moves, and restarting takes a third. But if you hold down the power button for 10 seconds, it'll reboot with just one move. This should work on most Android phones.

Managing Battery Life & Speed
The best way to improve your phone's battery life and speed is to keep the number of open apps to a minimum. But how do you know what's open? Answer: The Task Manager lists the programs that are currently operating in the background, draining your battery. But instead of scrolling through menus to find the Task Manager, you can launch it immediately by holding down the Home key. You should now be able to see a list of all apps that are currently running. From the same screen, you can close anything that isn't mission critical.

Not All Androids Are Created Equal
One caveat for all these shortcuts: they may or may not work depending on what version of Android you're running or which brand of phone you have. So let us know what worked for you and share your favorite shortcuts on our Facebook page.

Michelle Williams frontrunner for "Double Hour" remake

LOS ANGELES (TheWrap.com) - Michelle Williams is in talks to star in the romantic thriller "The Double Hour," a person with knowledge of the situation told TheWrap.

Nicola Giuliano and Vertigo Entertainment's Roy Lee are producing the English-language remake of the 2009 Italian hit "La Doppia Ora" for Fox Searchlight.

Joshua Marston ("Maria Full of Grace") is directing the film from his own script.

The original film, directed by Giuseppe Capotondi, premiered at the Venice Film Festival. It centered on an ex-cop and a hotel maid who fall in love after meeting at a speed-dating event.

After they retreat to the ex-cop's employer's house for a romantic evening, they are ambushed by a gang that the maid later appears to be involved with.

The original film starred Ksenia Rappoport and Filippo Timi. Rappoport won the best actress award in Venice for the film.

John Middleton and Giulio Marantonio are the executive producers of the remake. Giuliano was a producer on the original film, which was released in the U.S. by Samuel Goldwyn Films in 2011 with the title "The Double Hour."

Williams was most recently seen in "My Week with Marilyn," in which she played Marilyn Monroe; next up is the role of Glinda in the Matrch 2013 "Oz: The Great and Powerful." She is repped by CAA.

Marston's other credits include "The Forgiveness of Blood" and a segment in "New York I Love You" from 2009. Lee's upcoming films include "Oldboy," a remake of the South Korean film of the same name; "Godzilla," and "Lego: The Piece of Resistance."

Giuliano's upcoming films include "La Grande Belleza," from director Paulo Sorrentino, which follows an aging journalist in Rome who reflects bitterly on his lost youth.

Zombie movie rises up from LHC's backyard

If the sets for "Decay," a super-low-budget flick about zombies at the Large Hadron Collider, look incredibly realistic?? well, that shouldn't be surprising. The movie was filmed at the home of the LHC, Europe's CERN physics complex on the French-Swiss border, right under the noses of the authorities.

But don't worry: Everything's cool with CERN, even though they didn't know about the film in advance. The 75-minute movie is a hit, especially when you consider that it cost the grad students who made it just $3,500. And there's no danger that the Higgs boson has a "bio-entanglement" effect that turns underground workers into zombies, as portrayed in the movie.


The film was written and directed by Luke Thompson, a Ph.D. physics student at the University of Manchester who has been working on a project at CERN known as the LHeC experiment. The other masterminds on the "Decay" team included Manchester Ph.D students Hugo Day (stunt coordinator) and Clara Nellist (assistant director). The 20 cast members had no real film experience and worked with props that were scavenged or built by the crew, according to the Mancunion newspaper.

"Decay" was screened for the first time last month in Manchester, and this weekend it made its online debut as a free video on YouTube and the DecayFilm.com website. Thompson told me in an email that he and his fellow filmmakers have been "overjoyed at the reception thus far":

"Reactions have been hugely positive (especially considering it is, after all, the Internet!) and it's great to be getting so much coverage. The premiere in Manchester on the 29th of November was fantastic, and the audience really got into the film, which was great for all of us to experience.

"The tunnels in the film are indeed at CERN, but they're not the LHC tunnels. 'Our' tunnels are the basement-level maintenance tunnels linking many of the buildings at CERN just below ground. These mainly allow access to water pipes and so forth, but nothing critical for the running of CERN or the LHC. As such, they're not restricted access. On the other hand, access to anything important or dangerous, such as the LHC tunnels themselves, is tightly controlled. There are many kilometres of these maintenance tunnels, so of course the film doesn't show them all, but it does show a wide range of them. Many areas have their own unique 'feel,' and where possible we chose locations based on that, depending on what atmosphere we wanted to convey. We show some of the overground part of CERN as well, including (the outside of) the real ATLAS control room building, but of course most of the film is underground. We did try to give an 'overview' of what CERN is really like in the opening credits, before going crazy with the bad science :)

"The idea was entirely based on the location; some of us had been exploring CERN early in our Ph.D.s and, particularly in the case of the tunnels, thought it would make a great setting for a horror movie. We didn't think much more of it at the time, but a few months later it came up again, and we decided to actually make a zombie movie. We perhaps didn't realise how ambitious the project was at the time!

"As for the future: My Ph.D. will be done within about 6 months, after which I'll be doing a further six months' work on the LHeC project. Beyond that, I'm not sure. I've really enjoyed doing this film and have added filmmaking to my already too-long list of hobbies, so it's absolutely something I'll at least continue casually. That said, it's a tricky industry to make a living in, and as great as the reception has been, it's still an amateur film ??so I'm not expecting any Hollywood projects to fall into my lap!"

CERN spokesman James Gillies told me that "Decay" wouldn't have been green-lighted if the students had asked, but now that it's out, there's no harm done. Gillies played it cool in his email:

"That film was made by a bunch of grad students in the kind of locations you describe [non-sensitive areas such as conference rooms and maintenance tunnels]. They did not ask permission until the whole film was in the can, at which point they asked us for an endorsement. We took the position that, even though we would not have granted permission had they asked before filming, it would not make any sense for CERN to try and block the film. The underground areas were the basements of the CERN main building complex and connecting tunnels on the Meyrin campus.

"Our criterion for accepting filming requests is based on the portrayal of scientists, not on the accuracy of the science. As you know, we worked with Sony Pictures on 'Angels and Demons.' Even though the science in that film was far from accurate, the scientists were well-portrayed. That's not the case for 'Decay.'

"What do folks think? For my part, it's the product of a bunch of grad students doing the kind of thing grad students do in their spare time.

"Can the Higgs field cause zombification? Well let's just say that the science in 'Decay' is at least as wide of the mark as the science in 'Angels and Demons' ..."

So, once again, LHC zombies are nothing to worry about. It's only a movie. That will surely come as a relief to the kid in this video.?

U.S. and Russia still back Syria settlement: UN envoy

BEIRUT (Reuters) - U.S. and Russian officials have given their commitment to a political solution for the deepening Syrian conflict, a United Nations envoy said on Sunday, but Moscow dismissed speculation it was preparing for President Bashar al-Assad's exit.

With rebels now fighting on the doorsteps of Damascus, Assad's forces kept up their now daily artillery strikes and air raids on eastern suburbs as well as some rebel-held districts on the capital's outskirts.

U.N. special envoy Lakhdar Brahimi met the U.S. and Russian deputy foreign ministers in Geneva for the second session of tripartite talks in less than a week, apparently in response to rising violence that now threatens to engulf Damascus.

"All three parties reaffirmed their common assessment that the situation in Syria was bad and getting worse," a statement from Brahimi said. "They stressed that a political process to end the crisis in Syria was necessary and still possible."

Notwithstanding his comments, commitment to a political process could be at risk. Western officials were among those who helped rebels to create a unified chain of command at the weekend, and Washington is expected to recognize the opposition as the sole representative of the Syrian people next week.

Russia, Syria's main arms supplier, insisted its position on Assad had not softened and it was not negotiating on the future of the president, whose family has ruled Syria for 42 years.

"We are not holding any talks on the fate of Assad," Foreign Minister Sergei Lavrov was quoted as saying by Itar-Tass news agency in Moscow. "All attempts to present the situation rather differently are shady."

Several countries are believed to be supplying both sides in the conflict, with Iran bankrolling Assad's war efforts while its regional rivals Saudi Arabia and Qatar arm the rebels.

Brahimi said the talks aimed to find a solution based on last June's Geneva Declaration, which called for a transitional government. This proposal originally foundered over different interpretations of that transition; Washington said Assad could not play a role but Russia insisted that his fate should not be decided outside Syria.

Syria's 20-month-old uprising, which began as peaceful protests but has descended into civil war, has become increasingly bloody with over 40,000 people killed.

RADICALS ON THE RISE

The rebels have gained momentum in recent weeks, capturing a series of military sites across the country often with the help of radical Islamists. However, some activists believe the opposition is still far from toppling Assad, whose army has largely held together and who has many heavy weapons.

The Syrian Observatory for Human Rights reported army shelling and clashes across the country on Sunday, with 60 counted dead before evening. Death tolls have averaged at around 100 per day in recent weeks.

In the north, the radical Islamist group Jabhat al-Nusra, linked to Al Qaeda in Iraq, led other rebels in seizing on Sunday a regimental command center in Aleppo province, which borders Turkey.

The British-based Observatory, which has a network of activists across the country, said the centre's commander fled along with 140 soldiers. Five troops soldiers were captured.

Western powers have become increasingly alarmed by the role of groups such as Jabhat al-Nusra, which Washington is considering putting on its terrorist list.

Radical groups have gained increasing popularity and influence despite their small numbers. The seasoned fighters they attract from Syria and abroad have increased the effectiveness of their attacks.

Some rebels and residents feel the militants are more disciplined than other rebels, drawing fewer charges of looting and kidnapping.

ROAD TO DAMASCUS?

Damascus has become a focal point of battles over the past week, as rebels effectively shut the international airport by clashing with Assad's forces near there. Foreign flights have been suspended and residents say the airport road is closed.

Rebels who have called their campaign "Operation Opening the Road to Damascus", uploaded video on Sunday that showed heavy gunbattles and explosions rocking several rural towns around the capital. The video also showed rebels firing a fully functioning tank which they had captured from the army.

But there is no clear winner yet in a battle where neither side seems to have advanced. The Syrian army has claimed many successes around the capital, airing footage on state television of soldiers raiding parts of the rebel stronghold of Deraya.

"Our noble forces in Deraya have destroyed some of the terrorist dens used by al Qaeda terrorists to store weapons and other criminal tools," said a report on Syria TV, which usually refers to rebels as terrorists. "Many terrorists were killed."

Still, rebel gains have helped drive a surge of diplomatic efforts among Gulf Arab states and the West to support the opposition and its newly-formed umbrella group, the Syrian National Coalition.

The move may be encouraging defections. Nine judges defected in a YouTube video published on Sunday. Such videos, however, are difficult to verify as the Syrian government has restricted media access in the country.

After fire, Wal-Mart vows to tighten source safeguards

(Reuters) - A factory fire that killed more than 100 garment workers in Bangladesh has led the world's largest retailer, Wal-Mart Stores Inc, to concede that it needs to do more to control its supply chain and keep unauthorized manufacturers out.

In an interview with Reuters, his first since the November 24 Tazreen Fashions fire, Wal-Mart Vice President of Ethical Sourcing Rajan Kamalanathan said the company's current controls could only go so far in preventing a factory Wal-Mart did not approve of from making its clothes, as was the case here.

"If a supplier or an agent chooses to subcontract without informing us, then that is a problem," Kamalanathan said. "We can put all kinds of controls in place, but if they don't tell us where they're putting our order, then that is a problem."

Wal-Mart has said repeatedly that its Faded Glory clothing should not have been in production at the Tazreen factory, a facility Bangladeshi authorities said was not safe for use. The building was not cleared to be used by any party manufacturing garments for the world's largest retailer.

Wal-Mart says that in 2011 alone it audited over 9,000 factories globally to check whether its standards were being met. But still, Wal-Mart acknowledges it only controls its supply chain up to a certain point. If suppliers hired by Wal-Mart in turn hire agents who then line up production, the seemingly tight controls Wal-Mart has put in place can fail.

"We have a contract with the supplier and that's where our control is and where our relationship is," Kamalanathan said.

The lack of control down the supply chain represents a challenge not just for Wal-Mart, but for the industry overall, Kamalanathan added.

Companies such as Bentonville, Arkansas based Wal-Mart must figure out how get more involved in the operations of factories in countries such as Bangladesh, rather than hoping that contact with suppliers and factory audits will suffice.

"We are actively thinking about how to better work with suppliers who work with agents," he said. "This is something we are talking about internally and across the industry."

Among other things, retailers and clothing designers have been talking about the possibility of fire safety codes that would be written into contracts with suppliers, although those efforts are still at the early stages.

MORE INDUSTRY WORK NEEDED

Wal-Mart established a factory certification program in 1992, focused on Bangladesh and China, currently the top two garment exporters in the world. Wal-Mart says the program, which was established amid pressure on the company over worker rights, is dedicated to improving standards for foreign labor.

Since then, Wal-Mart has taken measures such as increasing factory audits, expanding the program to other countries, setting stricter standards for suppliers and lengthening the penalty period for disapproved factories to one year from 90 days.

Kamalanathan's team now includes more than 120 employees, plus third-party audit firms, with people based in Bangladesh, China, India and elsewhere. Kamalanathan says he visits factories "quite often."

Still, such efforts matter little when companies push their Wal-Mart manufacturing off to agents who then link up with factory owners and choose not to fill Wal-Mart in on which factory is being used - a key part of the agreements Wal-Mart has with its suppliers.

"It is a must that they disclose factories they use for our production. Once we know who these factories are, then we initiate the process for an audit to occur," he said.

Factories must address problems highlighted in Wal-Mart audits, which assign a rating of green for minor to no violations; yellow for medium risk, orange for higher risk and red for the most serious violations, which lead the company to sever ties with the factory.

Factories with orange ratings can go through an "Orange School" program for Wal-Mart to show them how to fix high-risk violations and get at the cause of the problem.

Wal-Mart said a May 2011 audit found violations at Tazreen, which led to the factory getting Wal-Mart's "orange" rating, and a subsequent audit in December 2011 again found violations that led to an "orange" rating. Tazreen did not participate in the Orange School, Wal-Mart said.

Tazreen was no longer authorized before the fire. Wal-Mart said that was for a variety of reasons, including poor audit ratings. Tazreen owner Tuba Group has said it was not aware it was making clothes for Wal-Mart at the time of the fire.

PUSH TO CUT COSTS

Kamalanathan has been Wal-Mart's vice president of ethical sourcing since 2002. He sits on the board of the Global Social Compliance Program, which was formed in 2006 and now includes more than 30 companies that work on measures such as developing a clear and consistent message for suppliers.

Some industry groups claim the push from Wal-Mart and other retailers for low-cost merchandise pressures factory owners to pay workers little and to cut corners on fire safety training and proper exits that would cost them too much.

At a meeting held in Dhaka in April 2011, participants including government representatives, trade union leaders, the Bangladesh Garment Manufacturers and Exporters Association and buyers discussed rules that would require factories to be paid prices high enough to cover the cost of safety improvements.

Amirul Huque Amin, president of National Garment Workers Federation, was at the meeting and said that, when the question of financing was raised, Sridevi Kalavakolanu, a Wal-Mart director of ethical sourcing, strongly opposed the move, saying it was not possible for "us" due to the high cost.

Wal-Mart vehemently denies such charges and said her remarks were taken out of context. It points to efforts such as its audit program, rating system and work with the Bangladeshi government, industry groups and suppliers as proof that it has been proactive in raising fire safety awareness and increasing fire prevention.

Wal-Mart operates on the premise that running its business on a low-cost basis leads to low prices for its 200 million weekly customers. The 50-year-old chain, founded by Sam Walton, now has more than 10,000 stores and its annual sales rose nearly 6 percent to $443.85 billion last year.

Still, it contends that making factory improvements should not lead to sky-rocketing prices.

"Our policy is designed to create a supply chain that meets our standards and at the same time delivers high quality products at low prices. It is clearly possible to do both," Kamalanathan added.

5-Hour Distillery

Errol Flynn famously said he liked his women young and his whiskey old, and indeed most high-end whiskeys have been aged for 10 to 20 years. That would seem to make launching a new brand of top-shelf whiskey a difficult proposition. Do startups have to wait years and years before selling their first bottle of the good stuff?

It depends on the company and on the type of whiskey. As a general rule, older whiskeys do tend to be costlier thanks to their rarity. The oldest blend in the world, for instance, sat for 70 years in a Scottish cellar before being sold in 216 ?hand-blown, tear-shaped crystal decanters?with silver stoppers? in 2010. But not all whiskeys need to mature for quite so long to be considered top shelf. In order to impress, a whiskey must demonstrate a complex, slightly woody flavor, which it acquires from the cask in which it?s stored. In warmer climates such as Kentucky and Tennessee, wooden barrels release their savor more quickly than in cooler places: Some premium American bourbons and ryes take only five years to mature. On the other hand, Scotch whisky and Irish whisky are produced under cooler conditions and require at least 10 years to develop the flavor associated with high-quality. (And yes, you can have too much of a good thing: Whiskey that has been overly aged, especially in poor-quality barrels, can taste prohibitively bitter or ashy.)

New and ?soon-to-be? whiskey companies have several options when it comes to aging their blends. Some choose to distill, pour, and wait. For example, Bill Samuels Sr. waited six years between the launch of Maker?s Mark in 1953 and the sale of his first batch of spirits. The whiskey had to be stored, first, in 19 hand-selected casks of white oak, which had themselves been air dried for nine months and then toasted on the inside to create a ?red layer,? which would confer on their contents caramel notes and a particular amber color. (Most whiskey starts off clear, but during this so-called ?charring? stage of coopery, the caramelization of tannins and wood sugars within the barrel staves gives the interior of the casks a ruddy glow, which over time is absorbed by the whiskey.)

Less patient companies can buy ?sourced? whiskey and sell it until their own product matures. The High West Distillery in Park City, Utah, which opened its doors in 2009, is up front about the fact that it is curating spirits from distilleries around the country while its home-made blends of rye whiskey age in warehouses nearby. The new Louisville-based small batch bourbon company Angel?s Envy? mixes pre-aged selections from a local distillery then stores the blends for three to six more months in imported ruby port casks. (The company says the wine barrels infuse the whiskey with ?caramelized fruits, chocolates and a smoky undertone.?)

While some high-end whiskey brands distill their own grain or corn, many distinguish themselves not by distilling or aging, but by mixing various carefully selected, pre-aged blends together. It?s also common practice for these companies?which include Adelphi, Silver Seal and Lombard?to create a signature taste by applying filters that remove congeners, the harsh chemicals which form during fermentation, and by adding liquor flavorings and spices. One exception to this rule is bourbon: It?s illegal in the United States to modify bourbon in the time between it leaves the storage cask and enters the bottle. And since experts agree that bourbon doesn?t necessarily improve as it gets older, most bourbon packaging does not even state the age of the liquid inside.

California Outdoors Q&A: Taking Youth Hunters to Public Wildlife Areas

Question:?My son is 11 years old and a licensed hunter. We would like to duck hunt this year at state and federal Wildlife Areas. Does he need a one or two day pass?

Does he need any paper work aside from his license? I would hate for him to be turned away from the check station the morning of our hunt because we were not properly prepared. (Steve H.)

Answer:?Persons hunting under the authority of a Junior Hunting License on state Wildlife Areas (or federal areas managed by Department of Fish and Game (DFG)) where entry permits are required are exempt from the permit and pass requirements, except they must have a no-fee entry permit issued to them. Holders of Junior Hunting Licenses are only eligible for entry permits when accompanied by an adult (18 years or older).

One adult may accompany up to two holders of Junior Hunting Licenses. In addition, adults must accompany holders of Junior Hunting Licenses on Type A and Type B areas.

salmon while fishing for halibut?

Question: I have an ongoing debate with a friend and am hoping you can resolve it.?

Let's say salmon season is open?but?I'm drifting for halibut and hook up on a legal-sized salmon on a halibut rig, what is the protocol?

I was unable to find anything about this in the regulations booklet, but I did find where it says it is illegal to catch and waste fish.?

Also, what is the protocol if trolling for salmon with regulation gear and hook up with an untargeted ling cod? If you can cite which code is correct for these situations, I can finally put this to bed.?Your help will be greatly appreciated. (Tom C.)

Answer: First of all, salmon may only be taken on a barbless hook. Possession of salmon taken on any gear other than the gear described in regulations?is illegal.

Thus, unless your halibut rig is a barbless circle hook (doubtful!), you would have to immediately release any salmon you catch on it, regardless of the condition of the salmon (California Code of Regulations Title 14, section 27.80).??

Hooking and keeping lingcod on your salmon rig is permitted as long as you are within the depth limit of the groundfish management area, and the groundfish season is open (CCR Title 14, sections 28.27 and 28.65).

How to avoid bear "baiting" situations?

Question:?The regulation booklet says no baiting for bear or no bear shall be taken within 400 yards from baited areas.?I'm confused, since the law says NO BAITING, but then it says no bears to be taken within 400 yards of a baited area.?Is the law implying that baiting is allowed as long as the hunter shoots the bear from more than 400 yards away??

How can Fish and Game tell if a bear was taken from areas with or without baits? How can hunters tell if the area was baited or not? Also, what if I had just dressed a deer and the next day a bear came after the remains, and I shot the bear. Is that not legal as long as I have a bear tag?? Please clarify.?(Pao H.)

Answer:?Regulations prohibit placing feed, bait or other materials capable of attracting a bear in any location for the purpose of taking a bear (CCR Title 14, section 365(e)). This portion of the regulation prohibits these acts and is not dependent on distance.?It is illegal to place "bait" out for the purpose of taking a bear.

In addition, the regulation also prohibits taking a bear within 400 yards of a garbage?dump or?any place where bait has been placed even though you may not have put it there.?It is your responsibility to carefully inspect the area you intend to hunt and determine it complies with the law.

Under this regulation the remains of a deer constitute feed or bait and it is illegal for you to dispose of them with the intention of attracting a bear to the site, and to take any bear within 400 yards of the?remains.

Limit on number of sand crabs?

Question: I've been advised that there is a limit on the number of sand crabs a?surf fishermen can possess. Is this true? (Drew B.)

Answer:?Yes, there is a limit on the number of sand crabs (Emerita analoga) a fisherman may possess. The limit is 50 sand crabs (CCR Title 14, section 29.85(d)).

Kansas Star Casino's economic impact strong in first year of ...

? The Kansas Star Casino marks its first year in business this month.

From its opening on Dec. 20, 2011, through the end of October, the casino had earned $158.8?million, according to the Kansas Lottery Commission, topping the revenue earned in nearly the same period by the two other state-owned casinos, Boot Hill Casino in Dodge City, which earned $119.4?million, and Hollywood Casino in Kansas City, which since its Feb. 3 opening has earned $93.3?million.

The Kansas Star is operated by Las Vegas-based Boyd Gaming, which completed its acquisition of Peninsula Gaming in November.

?It?s been a very good first year from all aspects,? said Scott Cooper, Kansas Star?s general manager. ?I think we have exceeded our expectations in terms of the number of people who have visited here and the number of people we have employed.

?We have ramped up faster from what we originally expected.?

The casino now employs nearly 1,000 people, compared with roughly 400 workers a year ago.

?We managed to employ more people than we thought we would,? Cooper said.

The casino opens part of its permanent building Wednesday.

It?s also been a good year for the county and city governments that share the gaming revenue of the Kansas Star, public officials said.

?It?s been a great impact,? said Sumner County Commissioner Jim Newell. ?It?s been kind of what we expected. Of course most of the money we receive from the casino went to property tax reduction this year.

?The taxpayers have indicated to me they are very happy with that decision.?

Through Oct. 31, Sumner and Sedgwick counties and Mulvane each received more than $1.5?million from the casino?s gaming revenue.

Cooper said 22 percent of Kansas Star?s gaming revenue goes to the state, while 2 percent is earmarked for the problem gambling and addictions grant fund. Three percent is split equally between Sedgwick and Sumner counties and Mulvane.

Gaming revenue from the casino has allowed the Sumner County Commission to reduce county property taxes by 27 percent.

In Mulvane, city Administrator Kent Hixson said, gaming revenue enabled the city to reduce residents? electric utility rates by 5 percent. In fiscal year 2013, the city will be able to lower residents? property tax bills because of casino revenue, he said.

?Before the casino came online, our property tax base was $33?million,? Hixson said. ?This year?s addition from the casino added about $22?million to the tax base.?

The expanded tax base prompted Mulvane officials to reduce property taxes 10 percent.

?That?s a direct result of the tax base expansion from the casino,? Hixson said.

In Sedgwick County, Commission Chairman Tim Norton said gaming revenue has helped the county avoid making reductions in services and programs as it wrestled with less revenue coming in. He said $1.5?million doesn?t have the same impact on a budget that?s hundreds of millions of dollars compared with one that?s a fraction of that, but ?every little bit helps.?

?It might have been another million and a half we had to come up with through some other source or had to reduce some services elsewhere,? Norton added.

Sedgwick County?s fiscal 2013 budget is $408?million; Sumner County?s is $20.1?million.

Cooper is looking for gaming revenue to increase as the Kansas Star wraps up its remaining projects. Projections by Cummings Associates of Arlington, Mass., one of the consultants hired by the state when it was considering proposals for a Sumner County casino in 2010, projected gaming revenue of $192.1?million in 2014, and $213.4?million in 2016.

Next week, the casino will open a portion of its permanent casino as it transitions from its temporary quarters. But before that happens, officials will close the casino on Monday and Tuesday to move hundreds of slot machines and table games to the permanent casino.

At 8 a.m. on Wednesday, a portion of the permanent casino comprising about 1,000 slot machines, 35 table games and a poker room that?s doubled in size will open, as will as three of five restaurants, including a buffet and an Asian noodle bar.

On Dec. 21, all of the permanent casino will open, as will two more restaurants: a steak house and a deli.

The opening of the permanent casino along with the restaurants and the 150-room Hampton Inn and Suites ? which opened in mid-October ? ?makes us a regional destination,? Cooper said.

The permanent casino will have 1,829 slot machines and 45 gaming tables.

The final piece of the $325?million Kansas Star project is the arena that has housed the temporary casino. The 3,500-fixed-seat arena ? it can be bumped up to 5,000 seats by adding chairs on the arena floor ? will undergo remodeling next summer, and will take about six months to complete. In conjunction with the arena, which will host concerts, trade shows and other events, plans call for an outdoor, 24-acre equestrian center with arenas and more than 600 stalls. That project is expected to be completed for the 2015 season.

Hanukkah festivities begin with candle lighting

(AP) ? Jews around the world ushered in the eight-day Hanukkah festival Saturday evening, lighting the first candles of ceremonial lamps that symbolize triumph over oppression.

In Israel, families gathered after sundown for the lighting, eating traditional snacks of potato pancakes and doughnuts and exchanging gifts.

Local officials lit candles set up in public places, while families displayed the nine-candle lamps, called menorahs, in their windows or in special windproof glass boxes outside.

Hanukkah, also known as the festival of lights, commemorates the Jewish uprising in the second century B.C. against the Greek-Syrian kingdom, which had tried to impose its culture on Jews and adorn the Jewish Temple in Jerusalem with statues of Greek gods.

The holiday lasts eight days because according to tradition, when the Jews rededicated the Temple in Jerusalem, a single vial of oil, enough for one day, burned miraculously for eight.

For many Jewish people, the holiday symbolizes the triumph of good over evil.

Observant Jews light a candle each night to mark the holiday.

Oily foods are eaten to commemorate the oil miracle, hence the ubiquitous fried doughnuts and potato pancakes, known as latkes.

In Israel, children play with four-sided spinning tops, or dreidels, decorated with the letters that form the acronym "A great miracle happened here." Outside of Israel, the saying is "A great miracle happened there." Israeli students get time off from school for the holiday, when families gather each night to light the candles, eat and exchange gifts.

Hanukkah ? which means dedication ? is one of the most popular holidays in Israel, and has a high rate of observance.

In Ohio, the first public candle lighting on Saturday will be by Holocaust survivor Abe Weinrib, who turns 100 next week. Weinrib, who will light the first candle on a 13-foot public menorah at Easton Town Center in Columbus, said his biggest triumph was surviving the Holocaust, the Nazi campaign to eliminate Jews in Europe.

Weinrib told The Columbus Dispatch newspaper that he was arrested while working in Polish factories owned by his uncle when he was in his 20s. He spent six years imprisoned in camps, including the notorious Auschwitz.

In New York City, Jews are celebrating the holiday's start with the ceremonial lighting of a 32-foot-tall menorah at the edge of Central Park.

Dignitaries, rabbis and a big crowd are expected Saturday evening for the ceremony. The steel menorah weighs 4,000 pounds and stands tall enough that organizers will need an electric utility crane to reach the top. It has real oil lamps, protected from the wind by glass chimneys.

A large menorah is also ready to be lit on the lawn in front of Independence Hall in Philadelphia. The menorah is being put up by the Philadelphia Lubavitch Center, a group dedicated to Jewish education.

In Florida, Gov. Rick Scott celebrated the beginning of Hanukkah with a menorah-lighting ceremony in his office at the state Capitol in Tallahassee. He was joined by a rabbi from the northwest Florida branch of the Chabad Lubavitch outreach organization.

"The story of Hanukkah reminds us that confidence in one's identity and hope for the future are powerful forces that cannot be defeated - even in the darkest of times. Hanukkah is also a time to reiterate our support for the people of Israel," Scott said, adding that he and his wife are "keeping our friends in Israel in our prayers for a future of peace."

Navy tops Army 17-13, 11th straight win in series

PHILADELPHIA (AP) ? Keenan Reynolds extended Navy's dominance against Army, scoring the winning touchdown late in the fourth quarter in a 17-13 victory in the 113th rivalry game Saturday.

Navy (8-4) beat Army for the 11th straight time and won the Commander-in-Chief's Trophy awarded to the team with the best record in games among the three service academies. Army and Navy each beat Air Force, putting the prestigious trophy up for grabs in the regular-season finale for the first time since 2005.

Army (2-10) hasn't hoisted the CIC trophy since 1996.

The Black Knights came close, but Navy recovered a late fumble, and Reynolds' 8-yard rushing score made it 17-13.

In front of 69,607 fans and Vice President Joe Biden at Lincoln Financial Field, Navy caught a break when Army missed a late field goal attempt.

Reynolds quickly found Ejay Turner down the sideline for a 49-yard gain. Reynolds then escaped a rush and followed with the 8-yard touchdown run with 4:41 left in the game.

Unlike previous game over the last decade, the Black Knights were in this one until the final drive. Army had driven to the 14 when fullback Larry Dixon fumbled on a sloppy exchange. Navy recovered and the Midshipmen went wild and rushed the field.

The CIC trophy was coming back to the Naval Academy for a record 13th time after a two-year stint at Air Force. Before Navy started its 11-game winning streak, the longest one in the series, started in 1890, was only five games for either team.

The Midshipmen gathered at midfield and posed with the trophy while their classmates in the stands celebrated the win.

This one was the toughest victory yet during the streak.

Late in the third, Army's James Kelly stripped the ball and linebacker Alex Meier recovered to give the Black Knights the ball at Navy's 37. Eric Osteen kicked a 21-yard field goal 10 plays later for a 13-10 lead.

Osteen, however, was wide left on a 37-yard attempt with 6:57 left in the game.

Navy made them pay on Reynolds' score.

Navy not only won 10 straight, but pretty much dominated the Black Knights, winning games in 2007 and 2008 by a combined 74-3 score.

Navy's 27-21 win last season was the tightest margin since the winning streak started. Last year was just a start at nudging closer toward ending the winning streak.

After a scoreless first quarter, Army and Navy swapped rushing TDs in the second. Navy fullback Noah Copeland plowed straight up the middle for a 12-yard score. Trent Steelman matched him with an 11-yarder for his program-tying 17th TD run of the season, then saluted the cadets after the score.

Carlton Jones had 17 rushing touchdowns in 2004.

Nick Sloan put Navy up 10-7 with a 31-yard field goal.

Then came the ugly ? yet, so sweet ? kick for Army that send the game into halftime tied at 10. Navy twice tried to freeze Osteen with consecutive timeouts. They didn't work. There was a high snap, a line drive kick, a glance off the upright and ? good! Osteen's 41-yarder as time expired had the cadets rocking the Linc and put a potential upset firmly in sight for Army.

Instead, it was just the latest loss for the Black Knights.

With cadets and midshipmen standing, bouncing and cheering under gloomy skies, it was clear how much the centuries-old rivalry means to both sides.

Biden handed off coin flipping duties to a referee before the game and made the traditional switch from the Navy side to the Army side at halftime. Team highlights were played to "Gonna Fly Now." Billed as "America's Game," the hours before kickoff were highlighted by the Army Corps of Cadets and the Brigade of Midshipmen march onto the field. The cadet glee club performed the national anthem.

Cadets even brought one of those oversized goofy cutouts of Biden's head to show off during the game.

There were reminders all around the Linc, full and with a festive vibe for a rare time this football season, that this was no ordinary game. Forget the kiss cam during timeouts. Purple Hearts and Distinguished Service Cross awards were presented.

Low clouds wiped out the parachute jumps.

The Midshipmen played with "Rafi" stickers on the back of their helmets as a salute to injured third-string quarterback Ralph Montalvo. Montalvo remained in a medically-induced coma after he was critically injured in a car accident near his home last on Thanksgiving night.

Montalvo was scheduled to travel to Philadelphia and dress for the Army-Navy game before the accident. The Naval Academy had shipped his game jersey to his parents and it will be waiting for him.
